High-risk sex offender re-released, plans to live in Vancouver

VANCOUVER (NEWS 1130) – Police are warning the public about a high-risk sex offender who’s been re-released from jail.

Vancouver police say Trevor Leonard Smith plans to live in Vancouver — again.

The 46-year-old federal offender poses a high risk of relationship and sexual violence, especially against children, according to the VPD.

“The VPD and Correctional Service of Canada believe there are compelling reasons to warrant a public notification of his release,” Sgt. Steve Addison says in a press release.

“We don’t want to be alarmist but we want the public to know Mr. Smith is being released. Although he is at high-risk for relationship and sexual violence, particularly against children, there are a number of conditions that are in place that are designed to protect the public. We need anybody who has any information about Mr. Smith, should he breach these conditions, to call 911 immediately so we can act.”

This isn’t the first time we’ve heard about Smith – the VPD sent out a warning when he finished his sentence in November of 2017, and then again this past May.

Smith has a long criminal history that includes convictions for sexual assault, possession of child pornography, accessing child pornography, assault causing bodily harm, and failure of comply with a court order.

He’s bound by the following conditions:

  • Keep the peace and be of good behaviour;
  • Report to a probation officer;
  • Reside at a place approved by a probation officer;
  • Remain in British Columbia;
  • Advise a probation officer of relationships and friendships with females;
  • Not to consume or possess any controlled substances;
  • No contact, directly or indirectly, with anyone under 16 years old;
  • Not to attend any public park, school ground, recreational centre, skating rink or public swimming pool, public swimming area, community centre, playground, or any other place where a person under 16 years old is reasonable or expected to be present;
  • Not to use or possess a computer or access the internet, except with prior permission of a probation officer;
  • Not to possess or access any data encryption, electronic storage device, or computer software without written permission of a probation officer.

Smith will be monitored by police while he’s out.

“The Vancouver Police Department has a High Risk Offender Unit which is a team of detectives that is responsible for meeting regularly and tracking the whereabouts and behaviours of high-risk offenders — people like Mr. Smith who have been released into the community,” Addison says.

Smith is on a two-year probation order.

He is described as a Caucasian man, who is about 5’10” and weighs 170 pounds. He has grey hair, blue eyes, and also uses the surnames Landry and Williams.

If you see him violating any of these conditions, you’re asked to call 911 immediately.
