Vancouver murder suspect arrested 26 years after killing

VANCOUVER (NEWS 1130) – More than 26 years after a 23-year-old woman died in Vancouver, a man has been charged with murder.

B.C.’s Provincial Unsolved Homicide Unit says Stephen Laroche was arrested in Oakville, Ontario with the help of Hamilton police. He appeared in a Vancouver court on Friday.

Laroche is accused of second degree murder in the death of Vicki Black. Her body was found in a dumpster on East Hastings in March of 1993.

Police say a routine review of the file led to the break.

“For Vicki and her family, I am pleased that we are able to announce criminal charges, 26 years after her death,” Chief Superintendent Manny Mann said in a release. “No matter how many years pass by, police are committed to ensuring justice for victims of homicide.”

Her family said in a statement: “Vicki was a loving daughter, sister, mother, and friend. Her family wish to thank the members of the Provincial Unsolved Homicide Unit and all those involved in the investigation that has led to this arrest.”

Laroche next appears in court on Dec. 2.
