22-year-old charged in 2017 Surrey shooting that injured bystander

SURREY (NEWS 1130) – The Surrey RCMP has arrested a 22-year-old man in connection with a 2017 shooting in Newton that left an innocent bystander injured.
In July of 2017, a 62-year-old woman was injured in what police say was a gang-related shooting on 147A St. near 76 Ave. at around 3:30 in the afternoon. Police say she was visiting from Ontario at the time.
Witnesses said they saw a pickup truck on fire in the area shortly after the shooting and two men running away from it.

The woman’s injuries were minor, but police have now arrested Abd’l Malik Loubissi-Morris and charged the 22-year-old with attempted murder, use of a firearm in the commission of an offence, discharging a firearm with intent and aggravated assault.
They made the arrest on Dec. 11 in Richmond.
Police say it was a targeted shooting, but the woman was not the intended victim. The investigation is ongoing and officers say there may be further arrests.

“To have an innocent person injured in our city as a result of gang violence is completely unacceptable,” Investigative Services Officer, Superintendent Elija Rain said in a release. “The Surrey RCMP remain committed to gang prevention and strategic enforcement targeting gang activity in collaboration with our law enforcement and community partners.”
Loubissi-Morris is scheduled to appear in court on Dec. 19.
