Man arrested, charged in connection to Surrey homicide

SURREY (NEWS 1130) — A 21-year-old man has been arrested and charged in connection to a 2019 murder, according to homicide investigators.

Jasman Basran has been charged with accessory after the fact to murder in Andrew Baldwin’s death, investigators say.

“The evidence trail that our investigators have been following for the past several months has led to another arrest and a third man charged in the case,” says Sgt. Frank Jang of the Integrated Homicide Investigation Team. “The investigation still remains active as we believe we have yet to arrive at the end of the trail. We continue to urge those with information to come forward.”

His brother Keith Baldwin was also murdered weeks prior and found dead on Yale Road in Chilliwack with a gunshot wound to the head.

Both of the brothers’ murders are believed to be targeted attacks.

Basran will appear in court Thursday.

In January, two other men had also been arrested and charged with first-degree murder for Baldwin’s death.

Baldwin was found unresponsive at a Surrey home on Nov. 11, 2019, and was later pronounced dead at the hospital.
