VPD officer faces theft, breach of trust, drug charges while on duty

VANCOUVER (NEWS 1130) — A Vancouver police officer is off the job after he was charged with multiple offences relating to theft, breach of trust, and drugs while on duty, according to the department.

Const. Neil Logan has been suspended and is no longer an active member after a months-long investigation ended in five charges linked to his on-duty activity, the department explains in a release.

“My team began a criminal investigation last May after concerns about Constable Logan’s on-duty conduct were identified,” says Insp. Mike Heard. “Our investigation into that conduct revealed additional concerning behaviour and criminal activity by Mr. Logan.”

Logan faces two counts of theft, two counts of breach of trust, and one count of possession of a controlled substance while on duty.

He also faces two charges for “offences committed off duty”: one count of theft and one count of possession of a controlled substance.

“I am deeply disappointed about what our investigation uncovered into Mr. Logan’s behaviour, but am pleased by the thorough and comprehensive work of our detectives,” says Deputy Chief Constable Laurence Rankin. “Police officers are held to a higher standard – as they should be – and need to be held accountable for their behaviour.”

Rankin says the investigation into Logan began in May 2020 after “a workplace incident.” He was placed on administrative leave at the time of the incident and suspended, with pay, at the time of arrest, on Jan. 5, 2021.

The deputy chief constable would not provide any details on what the incident entailed, only that “it did occur on duty and it was at that point that we looked at it from a workplace or a wellness perspective and it, as a result of initial inquiries, evolved into a criminal matter.”

While investigating Logan, police also started to look into one of his associates, Dilpreet Kooner. The 20-year-old Surrey resident was charged with four offences related to drug-trafficking as a result.

Logan has been accused of using excessive force and for improperly entering a home in the past.

He was also accused of repeatedly hitting his girlfriend, who filed a complaint in 2017. Last June, the Office of the Police Complaint Commissioner ordered the review of a misconduct claim because a disciplinary decision failed to fully consider the victim’s evidence, and relied on myths and stereotypes about the dynamics of domestic violence.
